Indo-US Navy buildup in Indian Ocean

India is pursuing "Maritime Capability Perspective Plan" (MCPP). The current phase of modernization is part of this plan and by the end of this decade India will be able to raise the number of warships and submarines to 40, including conventional and nuclear-powered submarines, aircraft carriers, frigates, and long range maritime reconnaissance aircraft.
These hi-tech and modern warships and submarines will be manned by 12 per cent additional strength to the present strength of 58,000 personnel. Indian Navy has set target to go hi-tech so that it is capable of operating in network centric environment. Where the Naval experts have given go ahead signal to increase its strength, many critics are seeing future Indian Navy as burden on national exchequer due to out of proportion increase in the strength of personnel.
The Indian Navy does not require such a massive growth and modernization. The change has occurred due to the announcement from Pentagon that the US Navy would work with the Indian Navy to improve capabilities to perform higher-end, operational missions in the Indian Ocean region as the strategic context dictates.
In other words, it is Washington and Tel Aviv which is financing Indian Navy modernization. However, with the latest move alarm bells have started ringing that now onwards it would not be sweet will of India's top military and Navy commanders to persuade US Navy to pack up from its Indian installations or the Indian waters.
Today Indian Navy is passing formidable phase. Indian Navy is witnessing its last days of team spirit and command and control as professional Navy personnel with tremendous fighting spirit would be replaced by more educated lot. There are plans that the entire manpower, including officers and sailors, will have science and engineering background. Presently, Navy recruits only those young men as Sailors who have Science as the main subject but from next year only B.Tech graduates would be inducted thereby enabling the Navy to have technically qualified personnel for the next generation of warships. During last month's Navy Commanders' Conference at New Delhi, commanders of US and Israeli Naval experts were specially invited to support Indian Navy's new role and mission set in the light of globalization. This planning and development has been chalked out by the US think tanks and US Defence Intelligence Agency (DIA) which has also a parallel organisation in India but Indian Navy Commanders are claiming the sole credit of the plan. In fact, Washington has been able to convince India's deployment of naval warships to support counter-piracy operations through the SHADE (Shared Awareness and De-confliction) mechanism. In the name of cooperation in counter-piracy operations, Washington would be able to maintain its permanent presence in the Indian Ocean region.
Today, India with the help of US and Israel has increased its presence-cum-surveillance missions in the Indian Ocean region. US has overt and covert designs to come up as sole security provider in the maritime domain in its area of operations in the region. India will help US in tactical and strategic deployment. In the same regard, New Delhi has inked a number of agreements with western partners, including US and Israel, to provide safety and free movement in lieu of re-shaping and modernizing Indian Navy to come up as a regional superpower. India with the help of international players is all set to take the control of Strait of Malacca and the Six Degree Channel. To keep an eye on the maritime traffic, few days back, India opened a new Naval Base "INS Baaz" at the controversial Andaman and Nicobar Islands' southernmost end of Campbell Bay. INS Baaz is situated at a distance of about 300 nautical miles from Port Blair. The long awaited project has finally come to some shape. Quite recently, in a Navy Commander's conference, Indian Navy Chief Admiral Nirmal Verma admitted presence of foreign forces in INS Baaz and in the operational area of tri-service Andaman and Nicobar Command. In this regard, Commander Andaman and Nicobar Command Lieutenant General Naresh C. Marwah and Chief of Integrated Defence Staff Vice Admiral Shekhar Sinha held high level talks with operational commanders of US and Israel. It is pertinent to mention here that INS Bazz is also equipped with most modern and sophisticated monitoring and surveillance equipment.
There is no doubt that steps taken by Indian Navy Chief, Admiral Nirmal Verma, are in tune with set primary challenges that was to balance its resources and build human capital. However, it has gone out of proportion as with this huge induction of technically educated personnel there would be no one left to perform general duties and tasks in old warships. More so, it is an attempt to destroy Indian Navy and replace it with a set of personnel who can only play video games and deliver impressive presentations. The poor state of Indian Navy's operational and technical infrastructure, including Forward Operating Bases in island territories, Operational Turn Around Bases and Naval Air Enclaves (NAE) is being rectified and developments of infrastructure in far flung island territories is accorded top priority. However, due to massive corruption in defence procurements and foreign influence, there are very serious concerns. Keeping aside the issue of corruption, one wonders why the foreign presence is needed. India has already sacrificed its integrity and sovereignty by inking 123 Treaty and is now heading towards foreigner takeover on the lines of East India Company. Pakistan and India along with other neighbouring countries need to form their own joint defence mechanism in order to avoid situations like last year's incident in which a misunderstanding took place between Pakistan Naval Ship Babur and Indian Naval Ship Godavari in the Gulf of Aden. New Delhi still has time to get rid of foreign influence in Indian Ocean region in order to foster greater cooperation for the joint defence of Indian Ocean by involving only neighbouring countries.

written by Afshain Afzal, the article is riddled with inaccuracies but this suggestion caught my eye

>>Pakistan and India along with other neighbouring countries need to form their own joint defence mechanism

yeah joint defence mechanism with a terrorist nation. when is pakistan gonna arrest the terrorists hiding in its GHQ which attack other nations?

all this talk about joint defence mechanism is opium induced dreaming which has no connection to reality.

But eventually or some day they will have to do it or they are doomed to stay as it is ... the poorest of the world.

But if you happen to ponder over it, it is disturbing....
yes disturbing for the mentally disturbed :taunt:

bankrupt pakistan is jealous of other nation's progress

if it was pakistan that was expanding its naval fleet it would be boasting like they did in the case of water car, but since its india they are conjuring up conspiracies to hide their inadequacies to deal with it

With thinkers like this, Pakistan don't need external enemies.

Its not even worthy to be in thrash can.

True, Not sure how Indian Ocean is of any concern to a coastal force like PN.

Thank you very much. I was surprised to find all my replies missing/deleted. Has someone done on the basis of policy. Whatever the case may be, it was really nice to be part of DFI. Opinions of the members were full of insight. I wish I had more time as I was committed due to Eid on 20th and 21th August 2012. Long live India and Pakistan.

There is a need for the Indian Navy to be self sufficient, even if it continues to collaborate with the US Navy.

However, this is a weird suggestion:

Such reaction is obvious from Pakistan since it does not auger well for Pakistan, if the Indian Armed Forces get too hi tech, overflowing with warships, more so with its tenuous relationship with the US and the Chinese Navy not being in a position to pose any formidable presence in the Indian Ocean.

How can anyone comment on the strength of Pakistan Navy, if he is ignorant of the basic information? You would appreciate that Pakistan Navy is much stronger as compared to other Navies. Indian Navy is also second to none but the point that needs to be discussed here in the light of Thread is, "Are we playing safe by allowing foreign nations permanent presence in our territorial waters." There is no doubt that Indian Navy has insufficient warships and often Costal and Maritime ships are used to fill the gap. Our Navies requires pro-active strengthening but should it be at the expense of endangering own sovereignty. Modernization is a good thing but we should not forget that we are self-sufficient in manpower. We can have best personnel at meager salaries. On the contrary, the western nations avoid doing things from their own hands. The cost of human resources is very high that is we they go for automations but our hands are our power. I am not against modernization but how can we shelve our old ships and what we are going to do with our personnel who are not technically advance but are ready to undertake the most difficult assignments. Should we give them "Golden Handshake" and employ scientists and engineers to fight the Navy wars. It is good to have latest technology but our latest technology is our manpower. We don't need un-manned and robotics driven equipments as our enemies would make us blind at the spur of the movement. We should not forget; what happened in Iraq during Ist Gulf War.
Quaid-e-Azam Muhammad Ali Jinnah, the first Governor General of Pakistan, was the one who extended idea of Joint Defence of Indian Ocean to India. The subsequent governments linked it to the resolution of Kashmir issue.
We must keep this thing in mind that if we speak soft words for each other it is not our weakness but strength. The fighting spirit in the battlefield is another thing but the traditions of our forefathers which we hold esteem should not be overlooked. Unless we tune our self to the listening mode we will not be able to comprehend each other. What do you think why High caste Hindus "Brahmins" were not allowed to undertake voyage by sea? The point is that the countries which share common borders are very important for regional security and peace. There is a lot of propaganda going on both side of the border but majority of Indians and Pakistanis are unaware from where the propaganda emits. My question is, "Can we work on a common point and see what we can do for our future generations as well as world peace? "

Let us not veer to the irrelevant of castes and Jinnah, having the best forces, and like drivel et al.

Look at history since Pakistan came into being and the wars fought,

Please compare the forces (naval) from independent sources and then discuss!

If automation is wrong and lack of employment thus caused of human resources, should we go back to the time of rowboats and sails?

Have a good day!

What other Navies ?
Are you people planning to engage African Countries ?

Most of the Surface Combatant Ships of of PN are only good to engage pirates with only F-22p not being 2nd hand and have respectable Air Defence Capability (i am being moderate here, 8 SAM's with 18km Range ). Also PN only have 3 "Good" Subs in Agosta 90B.

Lady, the reason for their comment is their navy had destroyed a third of your naval force in 1971 war.

There is a sentence from (Pakistan Navy) wiki for you.....

'According to one Pakistan scholar, Tariq Ali, the Pakistan Navy lost a third of its force in the war.'

You can find it, @ Indo-Pakistan war of 1971 and the link: Pakistan Navy - Wikipedia, the free encyclopedia

Strength of Pakistan Navy?? Pray what is the strength of this Pathetic Navy? 4 made in china ships that no one else will buy with a marvelous SAM (also made in china) will a range of 8 km and 6 nearly 40 year old rust buckets that british dumped on pakistan? Heck the ICG has more tonnage and ships in the Indian ocean than PN. PN was always a joke and neglected by the pakistani military while feeding the PAF and PA. Pakistan can't even control its own air space (drones, seal team 6) and their navy can't even prevent a blockade of karachi if IN or USN chooses to do so. Why the unrealistic urge to prevent anyone from coming into Indian ocean? IN can take care of the Indian ocean without the hand me down ships of the pakistan navy.

This is correct

It is stronger than the Afghan Navy! :pound:

There is no doubt that Indian Navy has insufficient warships and often Costal and Maritime ships are used to fill the gap.
What gap you are talking about?

We are already have blue water capability and not with coastal ship!

And Pakistan?
