We were really ill-equipped back then in late 90''s .... hope situation is better now ...
ill-Equipped we still are, But over High altitudes and Operations like Kargil one have few things to carry..

The contention that IA was ill equipped is subjective.
How was the IA ill equipped?
We are still short of many items eg artillery (to be precise, we have not upgraded and hence 'ill equipped')
Our ammunition manufacture is below par with a huge amount of 'slippages'.
Since, in Kargil, things initially were not going as per the Nation's aspirations, excuses were trotted out that the Army does not have A or B and so on.

The civilians were still leading their normal lives, even during the war.
It will be recalled war was going on for quite some time - May to July.
This road was the only lifeline from the Valley to Leh and there were small towns, villages and hamlets along the road.
Very little is grown in these areas.

Well, it could be some minister or bureaucrat or senior army officer or the press visiting the front. Ambassadors are also available in bullet-proof/armoured version as an after-market modification.

Ministers and senior officers used to land by helicopter and given a briefing from a safe place. Given a 'war front' tour from there.
The media used civil vehicles or hopped on to some Army vehicle coming that way.
I don't think any bureaucrat came.
