Think that in india a lot of childs arent going to school and dont know how smart they are. By having a truck whit a mobile EEG and going from village to village you could find some childs that are very smart and by granting funds from goverment maibe their parents would accept to leave them to school. Maibe companyes interested in finding smart kids would offer them the money and a pre contract.
There is no fool-proof mechanism to test "smartness". IQ tests are not scientific.

The shortest the way is between sinapses and neurons are smarter your are. Can be measured the trip of electric curent and tell what kind of links between sinapses and neurons are in the logical side of brain. Just simplu measure the flow of electric curent. I know there are bilions of neurons but not measure all neurons just the activity in one specific zone. Measuring electric activity you can say how much time took the electric curent to travel between neurons so measuring distances between neurons and sinapses. Make a graphic chart and you will know how smart a person is.

Think like this electric curent travel between neurons and then for a moment stop where is a gap between sinapses. Measuring time from gap to gap get how smart you are. And the speed in which the gap is travelled. Just measure the pulse of electric curent.

Also i want to ask at submarines can be made in such way that the noise of one part of submarine be anulated by the noise made from another part of submarine? Or ship?

How would be that submarines frozen water around to become resistant to torpedos? Or that torpedos frozen water around to become resistant to torpedos anti torpedos?

How would be that missiles warhead to be dropped and unpack at land and being made from something very resistant and have small wings at back. Or small rockets

The principle of couples of forces says that bigger a steering wheel is easyer is to steer. That can be applied to turrets of tanks , flaps of aircrafts and a lot of wheels and moving mecanisms

Question: the air in the back of a piston is vacuumed? Also a tank could have two regimes of fuel consumption: one for peace and another for war.

All motor mecanisms could be vacuumed. This would add maibe 30% power to wheels.

I ask miself why is so hard to make something for the army today when modern computers make all. For example for a tank armour properties of metals composites and mix of materials can be inserted into a computer program. All perodic table can be inserted. Angle calculation shape of tank disposal of optics weight calculation can be inserted. Space in tank can be simulated. Velocity of tank spikes consumed work potential energy resistance of air can be inserted. For a electrif circuit kirchoff laws resistors battery elements electrolites. For a radar electric curent waves weight of trucks cost fuel and all. All can be simulated. Best electronic arangement for reduce weight.

Even new concepts can be made. Just that computer must have all data.

Technology is not science. Simulation has it's limitations.

Well yes but a lot of things can be simulated. Depend of how complex and well made simulation program is. And whit todays supercomputers simulation is complex too. In a c++ program more objects can be made and simulate of behaviour than in the past. Today 90% of mechanical and electrical machines can be simulated. The rest is some things that supercomputers cant simulate.

Now point is that for example neutrino particle was first discovered in a computer simulation long before was observed.

Also simulation get better and better. That is why is needed a lot of atention on simulations.
