File report on safety measures at Kudankulam Nuclear Plant: SC to Centre | The Indian Express

The Supreme Court on Monday directed the Centre to file a comprehensive report over its compliance with the court-mandated 15 safety measures on commissioning of the Kudankulam nuclear plant.

A bench led by Justice K S Radhakrishnan asked Attorney General G E Vahanvati to file the report within three weeks with specific information regarding compliance with each and every guideline. The court passed the order where the petitioner alleged that the plant had been commissioned in grave disregard of the safety guidelines that had to be put in place before making it operational.

The unit-2 of the Kudankulam Nuclear Power Plant in Tamil Nadu is likely to become operational in the next eight months. Bhabha Atomic Research Centre (Barc), Mumbai, director Sekhar Basu said, as planned the second reactor would be operational at the most in a year's time. Two more reactors have also been planned at Kudankulam. Interacting with newsmen at the 41st annual day celebrations of the Nuclear Fuel Complex here, Sekhar Basu said the spent fuel at Kudankulam will have to be stored as the plant comes under safeguards. The spent fuel will have to be stored for at least 10 years. He said reprocessing can be taken up but there would be a lot of procedures to go through, including getting permissions from the International Atomic Energy Agency (IAEA). "We have the technology for reprocessing of spent fuel but since the plant is under safeguards, permissions are required," he said. Basu said more storages will have to be created away from the reactor for storing of spent fuel, if the reprocessing is not taken up. Sekhar Basu said the 500 MW Prototype Fast Breeder Reactor (PFBR) by BHAVINI, a government of India enterprise, at Kalpakkam will reach the 'critical' stage by the end year and will be ready to be commissioned. While the new government at the centre is keen on completing the planned projects, Sekhar Basu said several bottlenecks would also have to be removed if India were to achieve 50,000 MW nuclear power generation by 2030. "The bottlenecks include finding land for projects. Secondly, we have seen that people resist the projects. Clearances also have to be got. And finally, the issue of funding, which is important arises," he said.

Kudankulam nuclear plant to restart soon

Kudankulam Nuclear Power Project (KNPP) will soon restart generation of 1,000 MW power as all the mandatory tests have been completed, a senior official said on Friday. "Now an important milestone have to be reached is unit-1 restart and achieving commercial operation at the earliest so that KNPP can contribute financially to the million unit targets of the NPCIL," director R S Sundar said in Chennai in his Independence Day address to the employees and their families. Sundar said the first unit has been shutdown for annual maintenance, which is about to be completed. The power generation in KNPP's second unit is to be met on top priority this financial year, he said. India's atomic power plant operator Nuclear Power Corporation of India Ltd. (NPCIL) will set up two 1,000 mw Russian reactors at Kudankulam in Tirunelveli district, 650 km from here. The total outlay for the project is over Rs.17,000 crore. The KNPP is India's first pressurised water reactor belonging to the light water reactor category. The first unit attained criticality in July 2013, which is the beginning of the fission process.

Koodankulam Nuclear Plant Unit to Restart Generation

CHENNAI: The Nuclear Power Corporation of India Ltd (NPCIL) has begun the process to restart the first 1,000 MW unit at its Koodankulam Nuclear Power Project (KKNPP) following the sectoral regulator's permission, said a senior official. "We have got AERB's (Atomic Energy Regulatory Board) permission to restart the unit Sunday. The process of restarting the unit is on," R.S. Sundar, site director, KKNPP told IANS over phone Tuesday. He said following the restarting of the unit, it has to increase the power levels and synchronise with the grid. According to him, it would take around a week for the unit to operate at its full capacity. The unit was shut down for annual maintenance in mid-July this year. Sundar is hopeful of the unit going commercial this month but said it is for the head office to decide on that. India's atomic power plant operator NPCIL is setting up two 1,000 MW Russian reactors at Koodankulam in Tirunelveli district, 650 km from here. The total outlay for the project is over Rs.17,000 crore. The KKNPP is India's first pressurised water reactor belonging to the light water reactor category. The first unit attained criticality July 2013, which is the beginning of the fission process. As on July 2014, the physical progress of the unit stands at 99.95 percent. The second 1,000 MW unit is expected to start commercial operations in March 2015, a date which is under review. The physical progress of the unit stands at 97.44 percent as on July 2014.
