Madhya Pradesh's GDP goes up to 12 per cent

BHOPAL: Madhya Pradesh's Gross Domestic Product ( GDP) growth rate has swelled to 12 per cent in the last fiscal from 8 per cent in 2010-11, according to the revised estimates, officials said on Friday.

Besides, the state, having agrarian economy, recorded 18 per cent agriculture growth rate in 2011 - 12, they added.

The economic and agriculture growth is bound to benefit a huge populace engaged in construction and agriculture sector by opening avenues of better health, education facilities, among other things for them. It development will also pave way for greater capital investment and production, they said.

Furthermore, MP has clocked close to 17 per cent in manufacturing and 8 per cent in industrial growth augmenting job opportunities, they added.

In last four years, MP stood third in terms of growth in country and it growth rate had been above the all India average growth rate, officials said. .

A decade ago, MP witnessed a negative growth. It was -7 per cent in the fiscal 2000-01 and -4 per cent in 2002-03 and it was mere 3 per cent in 2004-05.

MP was always resourceful to do that.nothing surprising.but then itis not like moth-eaten states of up and bihar.MP was in its own league of central india but not the northern ones.We are not UP bihar .

MP was downright miserable till the lunatic Diggi was in power. Things have improved a lot but MP is still nowhere in the league of other bigger states. Current CM has followed Modi's path of industrialization but the schemes are not yet implemented mostly because of the lack of infrastructure.

For once I agree with you missy. MP does not have the lawless and casteist culture of UP and Bihar. UPites and Biharis - this is the culture encouraged by your leaders over past so many decades now. UP, Rajasthan and West Bengal now need to pull up their socks.

MP under Digg Baba was the only state to have a distinction for reduction in number of KMs of Highways in the state.

Under the present CM, the state has achieved tremendous growth, which is visible as you go around. Bhopal/Indore belt is going to be a major Textile Hub once the existing projects go on stream by end 2013. This will rival Baddi/Ludhiana in the Textile market. Also with bumper Wheat and Soyabean crops, it is nice to have a state which can take the slack from Punjab/Haryana, when the time comes.

Madhya Pradesh chief minister Shivraj Singh Chauhan is the only senior politician in the country to openly admit that all politics is financed by black money. Since any effort to clean up the polity has to start with cleaning up political funding, getting someone to accept this reality is the first step. How has he fared, after admitting to this uncomfortable truth?

"I have tried to create a debate in the polity and in my own party on the subject," was his reply. And the result? "It is only a beginning and it will take time and more stakeholders will have to come on board," he said. What should be done, in any case, to clean up political funding? He had his answers ready, as he had earlier in the day when he had addressed a press conference and fielded questions on MP's development in great detail. The starting point, he feels, is curbing election expenditure. For this, state and Parliament elections should be clubbed together. "This used to be the norm and we must go back to this practice and we will save a lot of money." He is also in favour of state funding of political activity.

He also is a champion of direct election of the political CEO, the chief minister or the prime minister, to insulate him from blackmail by legislators of fickle loyalty.

The BJP had dislodged Congress CM Digvijay Singh back in 2003 raising three issues - bijlee (electricity), sadak (road) and pani (water). What has been the progress on making good the deficit in each?

The chief minister trotted out his numbers with evident relish. Since 2003, MP has built 80,000 km of roads, highways, village roads and everything in-between. In addition to the centrally sponsored Pradhan Mantri Gram Sadak Yojana for building all-weather village roads (initiated by the BJP-led NDA government and carried forward by the successor UPA governments), the Chauhan government started its own Mukhya Mantri Gram Sadak Yojana. In addition to building whole roads, this scheme lays stone chippings and tar to convert the earthen roads constructed under the UPA's Mahatma Gandhi National Rural Employment Guarantee Scheme into all-weather roads.

What about the power sector? "We have just backed down 870 MW, because the national grid cannot absorb it," he said. Installed generation capacity has more than doubled from 2,900 MW to 6,000 MW. "And by 2013, we will be in a position to supply power 24x7." The proposal, first put forward by energy economist Kirit Parikh, to build separate feeder lines for irrigation pumps and rural homes, and first implemented by Gujarat, is now being realised in MP. This allows subsidised power for pumps to be supplied for limited periods even as rural homes receive power without interruption.

The chief minister is even more proud of his achievement in irrigation: the irrigated area has gone up from 7 lakh hectare to 22 lakh hectare under his watch.

For the first time in our interaction, the CM was less than completely sure. We have some concerns, he says, about loss of our constitutional powers of taxation. This, of course, is transparently absurd: GST would enable states to tax all services and imports and also goods at the stage of production, greatly expanding their taxation powers - currently, these powers are exclusively with the Centre. Another concern Chauhan raises is that there is no guarantee, as yet, of compensation by the Centre in case of loss of revenue as a result of switch-over to GST. Further, states stand to lose their power to set their own rates. "If these concerns, shared by other states as well, are addressed, we will support GST," he said.

On mining reform, he supports auctions, but in a manner that does not raise the cost of the mined mineral.

The Madhya Pradesh government offers a bonus to farmers in addition to the procurement price offered by the Centre. A tax levied on purchases by the Food Corporation of India and paid out of the Centre's food subsidy allows the state government to finance the bonus entirely from central funds, while claiming all the credit. That the tax drives out private buyers is a different matter.

Clearly, the MP chief minister is firmly part of the new paradigm of success in state level politics: development via effective, smart governance. Within this, he is also part of another paradigm established by his Gujarat counterpart Narendra Modi: overall development success to offset pursuit of divisive politics (in MP, Hindutva agenda in school education and a new law on cow-slaughter whose main yield is the potential to harass Muslim butchers and traders).

Having more than proved his mettle at the state level, will he now bring his leadership skills to the national level? No, Chauhan was firm and clear: his place is in his state

I would travel through UP at night if need be. I will not travel through MP at night even if someone is packing a piece.

UP and Bihar for the last 2 last decades have not been ruled by Congress.

All of them need to be broken. Bengal is the new Bihar.

Madhya Pradesh likely to clock 10% farm growth - Times Of India

BHOPAL: Driven by this year's record rainfall and increased cultivation area of wheat, pulses and other crops, Madhya Pradesh's agriculture growth is likely to cross 10% this fiscal.

Beating extreme weather conditions, MP clocked 9% agricultural growth, surpassing the national average of 0.04% in 2009. The state achieved the growth rate despite widespread drought and 35% deficient rainfall in the year.

In 2011, the agricultural growth rate is likely to be over 10% given 15% increase in area under wheat and 50% under gram cultivation. The area under other crops is also likely to increase. Besides, this year the rainfall in the state was the best in the country in terms of distribution and timing.

Agricultural growth had recorded in the negative almost every alternate year. In 2000, the agricultural growth rate was -28.29% followed by -19.64% in 2002-03, an official spokesman said. Experts said that the negative growth in agriculture sector would be a thing of past in the state.

The state government claimed that better irrigation and other facilities were provided to farmers in the past five years.

"Last eight years have seen creation of irrigation potential for additional eight lakh hectare. Moreover, realization of created irrigation potential was 35% in 2002-03, which has now gone up by 50%.''

"Balram ponds and Jalabhishek Abhiyan have also played a major role in augmenting irrigation facility. As many as 8,500 Balram ponds have been constructed that have provided irrigation to a large area. Under Jalabhishek Abhiyan, seven lakh water conservation structures have been constructed providing irrigation facility for about one lakh hectare,'' the release added.

In addition, tariff subsidy of the order of Rs 5 thousand crore has been provided to the farmers. Subsidies on farm implements and seeds and fertilizers have been given to farmers.
