he may have done great work in the past but in the last 4 years the laid back attitude of DRDO was becoming a huge problem and Prime Minister Narendra Modi's comment last year that the 'laid back' attitude in the DRDO will not be tolerated was a warning and it is not that he has been sacked in middle of some DRDO crucial project .this position should not be held by a person on contract,which he was.
however he was a great contributor in agni missile program.Development of Agni range of missiles under a highly- restrictive international control regimes was possible only due to his perspective planning and relentless efforts.

my concern is that people who contributed, even if not perfect
should be treated with due regard otherwise it sets up an image
which might well deter the best graduates from wanting to be a part of it
and we get a whole generation going for MBA instead of pursuing technology
because they think , after a long career, they dont get their fair worth's recognition
- sorry , ive seen it happen in another country .- al the best brains went for a financial career
and the tech development was severely stunted.
but regarding what you described of the situation - it is really quite common
where an expert in a certain area is NOT always a good general manager
many new orgs in the usa etc are allowing an expert to get higher salaries and promotions
without having to go into general management where missile development
and mosquito repellent are in the same boat ....and i think this is the case in point ..
then you get a scenario where someone else said - that missile got top priority
and everything else go to h#$% ......that is a typical scenario of a specialist being asked
to do general management .
i wont say more than that because i'll be sticking my neck out - so this is just my opinion
