The United States has offered to develop the next generation aircraft carrier technology with India, visiting deputy secretary of defence Ashton Carter said Wednesday.
The technology on offer, Electro Magnetic Aircraft Launch System, will be a quantum leap for the Indian Navy that currently relies on the Russian ski-launch technology.

Both Indian carriers, INS Vikramaditya, coming in November, and INS Vikrant, being built in Kochi, can ski-launch only light fighter aircraft. But EMALS would make it possible to launch heavy aircraft, including early warning systems, refuellers and transporters, from future ships. India has yet to freeze the design of the second indigenous carrier it plans to build after Vikrant.

Carter said the US is keen to develop and co-produce defence equipment with India on the lines of Brahmos, a missile developed jointly by India and Russia and which is on offer for export to a third country. One such technology that can be shared under the Defence Technology Initiative is EMALS, Carter said. "The US is developing and fielding that system and is offering the technology to India which has an aircraft carrier and is considering making more," he said.

Also on offer for joint development is the next generation anti-tank guided missile, Carter said.

The Javelin system has been on offer to India for years but it never managed to make the cut due to restrictions imposed by US law on transfer of technology, a critical factor guiding most of India's new defence acquisitions. But Carter said work has been done to amend bureaucratic processes and new version of this system can be jointly developed.

He emphasised that the US wishes to replicate, in part, the Russian model of cooperation with India. "That is exactly the same kind of thing where two industry teams are involved in the whole product life cycle; where the product is both co-produced and developed."

He dismissed concerns that such collaboration can be hampered due to India's refusal to sign the so called frameworks agreements.

they installed bugs in tuAF f-16.turkey is a nato member and lapdog of usa and still US installed those bugs.

i'll rather have a obsolete weapon which works when in need then to have an advance weapon which won't work when needed :gangnam:

USA is not doing any favour to India. In the larger scheme of things they need us as much as we need them, whether we like it or not.

Now it is up to us that we get the maximum out of this new found love.

why everywhere US is trying to offer us help all of a sudden ? where were they these much days ?
Not only that, they are extending the olive branch to Iran. It must have dawned upon the US that they are not going to remain a superpower for long.

As a side-note: Every single American, on an average, is in debt to the tune of $40,000.

i think 2 factors are playing here ..:;

1. the china factor. its in US interest to keep china occupied within its neighborhood

2. money. india is poised to spend at least 100 B $ to modernize its forces and everyone wants a piece of it...

The US has to ensure that they are well into India's economy and industry to include defence (where they will be welcomed warmly) so that no matter which Govt comes, it cannot ignore the US' presence and handle!

US will remain a superpower.

While the world are enamoured by cheap Chinese goods, they are also aware of the Han Chinese arrogance that they are the Middle Kingdom and want the world to revolve around them and become vassals.

The sad part for China, it does not attract to be with them ideologically or politically since they are Communist in structure, even if not in their economy and they are ruthless when it comes to emasculating freedom of all kinds.

Therefore, the only option to ensure the freedom that the Nations enjoy, it has to be the US.umbrella.

us is currently spending 600 B $every year on army.so its not our money,but our geo political position giving them required advantage

It is just that it has lost the arrogance of white supremacy because a non white cannot not equipped to have the same mind set because of genetics!

@Ray Sir,

I think you are spot on. Since last week I have been travelling with a couple of Germans and they have the same observation. They also feel that President Obama is different from the other Presidents and is willing to look inwards and then focus outside.

He won his first election on the promise of bringing home the soldiers from Afghanistan and he is implementing it. There will be many more fine adjustments from the US and I feel that it is for the better.

good posts above giving some plausible reasons as to why the usa is "cosying " up to india
firstly let's not assume they are - there are times when they come up with irritating last minute changes

so as i wrote in a related thread where usa has invited india for JV on the javelin missile system,
let's separate the diplomatic and political aspects from the technical aspects of this proposed JV
diplomatically and politically - they have taken the initiative - let's respond graciously

the reasons why they are making these offers - whatever the reasons
are relatively unimportant
if we stand to gain technologically, or diplomatically , politically, then let's go for it

this could even reduce their resistance to india being the 6th member of the UNSC
they might even be pro-active in that area
( btw this is something some of you seem to want - for me , it could wait, .... instead
political reform for a corruption-free india is far more important for us IMHO )

I would like to add that, if we see the recent spate of wars waged by America, one cannot help but notice the predicament America has entangled itself in. In spite of overwhelming military and financial superiority, it has always been on the receiving end. Not only losing precious lives of soldiers it has also lost its Ambassador in Libya, that too not by the dictator it chose to overthrow, but by the rebels it helped. This must have really caused the US to introspect and hence it refrained from declaring war against Syria where the situation is more or less similar to Libya/Iraq/Afghanistan.

you raised a good but well-known point , and for raising it you've got the "like"
yes we will need good management to keep it "appropriately" balanced among all of them
and good diplomacy to assure them that fair play is in force

however the other side of the same coin is that
they might be "encouraged" to be less stingy
with the terms of JV's in the ensuing near future ?
within limits, each may strive to offer the best they could ?
