Why Babus run and manage the indian defence purchases?

i never understood why a person who is not going to be the end user gets to decide what to buy and what not to buy?

indian military and internal security forces always suffered because of this arrangement by the civilian govt.

can we discuss the damn subject?

Finally we have a very good thread. I never knew who chooses stuff for my army, probably will get to know through this!

It is done because India is democratic country and all decision are taken by Bureaucrats, Ministers, Various departments and Experts in Defence field. It's still good but one thing is extremely bad which is UNLIMITED DELAY

It's not that easy.

1st - IA or IAF or IN send proposal to MoD as per their requirement. Then few experienced people in MoD do R&D on that, Then if needed then they send the proposal to MoF and few other department, etc., If all passed Then tender comes, Then they short-list, then many trials and then by seeing 3 factors 1> Price 2>Need 3> Diplomacy - They Purchase. In all these process it takes long time and sometime even half decade also.

just because we are a democracy, its done this way?

2. Raj giri
3. Publicity
4. Party

when it comes to corruption in our defence purchases.....why the military gets blamed?

its the babu and the master(politician) who should be hanged!
