Pin valley residents threaten to seek Chinese help to improve infrastructure

MANALI: Peeved at official apathy towards improving infrastructure in remote Pin valley of Spiti in Himachal, residents have sparked a row by stating that they will seek help from neighbouring China if the state and Central governments cannot develop the area. Weak infrastructure was forcing exodus of villagers from border villages, sources said.

Pin valley shares its border with China and a few villages here are located at distance of only a few minutes' walk from the border. A flood in Kiri rivulet in June 2012 had damaged the bridge which connects 13 villages of Pin valley with rest of the state. Two years have passed and Kiri rivulet is again in spate but the government has not made any provision to build the bridge, sources said. Villagers are putting their lives in danger when crossing the rivulet, making use of the damaged bridge, they said.

Expressing the pain of villagers, president of Sagnam panchayat Lobsang Tandup said, "If our government has nothing to do with the pain and problems of its citizens, then we will not be averse in seeking help from China." He added that his statement can be condemned, but he is expressing the pain of people.

Agitated villagers of Kungari and Sagnam panchayats said that everything including road, water supply, power supply and bridges is in a dilapidated condition and the state and Central governments are not resolving their problems since long. China has strengthened its infrastructure close to Himachal and Ladakh so as to increase its military power while Indian government has failed to give them basic facilities, they said. "We are tired of begging from the government. Our people are risking their lives every day," Tandup said.

Pea is the main cash crop of Pin valley which is bearing the brunt of floods in Kiri rivulet for the last four years. Villagers are not able to take their vegetables to market in time and are risking their lives by crossing the flooded river using the temporary and damaged bridge. "Villagers are dependent on farming for their livelihood. The government should at least build a permanent bridge here," said Kungari panchayat pradhan Chhewang Topge.

Vice president of National Commission for Scheduled Tribes, Ravi Thakur, said that exodus of villagers from villages close to the border is largely due to lack of infrastructure, which is a matter of serious concern. "It could be dangerous for national security. We need to strengthen the infrastructure in border areas. A temporary ropeway has been built across Kiri rivulet so that villagers can ferry their agriculture produce. Efforts would be made to improve the lives of tribal people. Development is the only way to stop migration from mountainous regions to plains," he said.

Don't know whether you have any first-hand expereince of India. The Chinese folks who work here (few hundred work in my own office-building) want to never return to China. All sorts of handles (office-politics) are leveraged by these guys to ensure that they are not forced to return to their HQ (in PRC). The ones with more influence(seniority/tenure) tend to have a longer stay. Ask any Chinese who has worked in India. Let me know if you come across even 1 aberration (exception).

Yeah, these guys are very particular about the authenticity of their Chinese cuisine which is taken care of. They are extremely hard-working & professionally competent guys.

To be fair to @CCP sir, there was nothing wrong in what he said.I have interacted with citizens of many countries, particularly of west. What one realize is that ,there are three type general perception about India there.

1 These type of people do not know much about India and are not interested in any way .

2 These type of people either love, interested or are very excited about India, they either know or want to know about our rich cultural and other traditions of India.

3 These type look down upon India, and rape is synonym of India for them. This is because of various news report about India.Plus a large role is played by Indians living there ,who have anything but negative to speak about India to these people. So they form perception of India just like @CCP sir did.

One common thing among all is ,that perception of Indians living in their country is mostly good.

In the end, if Chinese CAN do away with little bit of their arrogance we can be great partners as Nations, who can dominate over world matters in future.Let me assure China with India as your enemy you would never be able to be the great power you always dream off.

Respect is always a two way street.

This week TOI carried the disturbing news of Pin Valley residents threatening to seek Chinese assistance to improve their living conditions. The report highlighted the damaged bridges and shortage of electricity in the valley. It is the last outpost on the Indian side, abutting the Tibetan border. Most border states in India suffer from this syndrome of alienation from the Indian mainstream events. For the politicians these states were perhaps too off center to be of significance in their scheme of things. One hopes that this threat by the Pin Valley residents was merely to jolt the politicians out of their stupor and goad them into action for their negligence. Pin Valley is a Garden of Eden with waterfalls, meandering streams, and lush vegetation that rises from a barren landscape of splintered rocks and boulders.

My family and I had toured those areas just about a month back. Since we had our own vehicle, it gave us that wonderful opportunity to go off the beaten track and explore this remote region. The Pin Valley lies between the Tabo caves and Kaza town. Ten kilometres before Kaza town you turn left and cross the Spiti river and head eastwards. For much of the way the single lane road was well tarred and runs parallel to the tributary of the Spiti River. The wide banked river meanders through a stark country side of craggy hills. The treeless weather beaten landscape was deserted and eerily silent. Here too as in other parts of Spiti, the immensity of chasms in the valley was astonishing. A row of diminutive buildings in the far distance that looked more like houses for Lilliputians, made me realize the enormous dimensions of the valley.

As we approached closer to the Pin Valley, there was a dramatic transformation in the land scape. Large swathes of land covered in greenery stood out sharply against the barren background. Beyond the valley the ridges were blanketed in splotches of snow. Streams of water, from the upper reaches descended in a fine silvery thread. At other points it was a raging descent of white fanged fury. At two of these places the bridges were damaged or washed away. Repairs were being conducted, but I could see that it was only a make shift arrangement. The village was again strangely quiet, as if the entire population was expectantly waiting for something to happen. It was a little disquieting. A group of junior level students coming home from school with gay abandon was a welcome sight.

In a recent a seminar, conducted by CII on e-commerce several speakers highlighted the transformation that was taking place through this medium. A speaker from e-bay spoke of the capability of people to export their products from any part of India. Another speaker from DGFT who had visited the Pin Valley several weeks ago spoke of the possibility of exporting the produce from the valley, using the medium of e commerce. According to the speakers these initiatives could bring about dramatic changes in the livelihood of the people, but on the premise that at least basic infrastructures were in place.

China we all know has a policy of aggrandizement. They are there at the borders waiting and watching- looking for a weak spot. On the Chinese aggression against India, Pearl S Buck wrote in her novel, Mandala, "It is nothing new this Chinese invasion"¦"¦ we have always had this pressure, reaching down through Tibet upon our Indian borders. It has been a disintegrating force through the centuries"¦.. that we have had a few centuries of peace is only because China during the last century has been in a period of decline. Whenever there is resurgence, the pressure begins again upon Southeast Asia and therefore upon us. We recover during her periods of decline-that is to say, between each dynasty – but when the resurgence begins with a new dynasty, in the inevitable pattern, we are again facing her on our borders."
There is a veritable threat from the east. Why entice the dragon?
