    china is target of nukes from following countries:-
    1 USA
    2 Russia
    3 India
    4 UK & France (cant confirm that)

    Where as India has only target of China-pak combine.
    So i would say smart move by China keeping in view what mess it is in if you see number of nukes aim at it. A5 has raised their problem specially with MIRV in near future as all cities are in range of A4.
    So i am not surprised at the statement.

    that have hurt their image

    The Tibetan Monks Setting Themselves on Fire ; Xinjiang Ugyhirs fighting with the Hans ;
    Chinese Bullying its neighbours in the SCS ; STEALING other Countries Natural resources
    Crushing its OWN Dissidents and Villagers

    China's image has been permanently damaged

    Nothing can repair it

    China can TAKE back this announcement
    Nobody will even notice

    china non first use was orginally meant for US/Soviet.
    1. they have much less nuke compare to US/USSR
    2. they don't think any countries will be stupid enough to use nuke. hence they keep minimal deterrance policy, keep warhead around few hundred and not building up nuke aresnal like US/USSR.

    unless some country invade deep into china mainland i doubt they will use nuke at all. and the only country can do that might be US, and i doubt US want that at all. so yes china is not gonna use nuke in a conventional war, but they always keep a minimal deterrance 2nd strike capability.

    as i recall india buy more oil from iran now. Pakistan is support by US as well. syria is support by russia, and india abstain during UN syria vote.

    north korea is china interest only because it serve as buffer state between US and china. if give the chance, china would happily get rid of Nkorea, but they don't like thought of US solider right accross Yalu riviver.

    what i mean is SCS was disputed area since long long times ago. all the country involve are harassing each other. the only time china has been assertive is after 2008-2010. but since then they change their policy regarding SCS. they know if they keep pushing it, ASEAN will just go toward US. so they try to solve it through diplamacy and softpower, throw alot $$$ toward ASEAN etc.

    3. Who worth China nuke them first? India? India still has long way to be ,not even close now. China might be mad you can not image, but they are not stupid.
    what's problem between China and India? just a small place without any resource but monk.
    but I have to admit India is good target let China use nuke first becuase even India was nuked by China and just 2 survived, the two still need to vote if india need to nuke back.

    China will use nuclear weapons if it's getting beaten by the US over Taiwan. It's possible. I don't think China will use nuclear weapons against India, not in a pre-emotive first strike. It has much to lose.

    But I think even India would shed its no first use policy if Chinese forced somehow manage to reach the plains of Assam. So yes, the same applies to China.

    Someone said that China could be planning a conventional war and may want to set the rules or at least try to. Which means using force in any of it's disputes in South China Sea. Which means that it will probably target US forces in Japan and South Korea in the event of any US involvement in South China Sea and fears a nuclear response from the US.

    china will not use Nuke over taiwan. its sucide, the only way china will ever use nuke is if china are invade by foreign country or all their nuke are target or suffer enormous civilian death. and not just border invade but a full scale invasion. hence non first use suit their need, since i doubt any country will do that to china in a limited SCS/taiwan conflict

    US is more than capable to destroy chinese navy in SCS. although decade of chinese military upgrade make a little bit harder than before. military confrontation between US and china just too small, whether is taiwan or SCS. china has too much too lose and not much to gain by force the issue on taiwan/SCS, thats why it go for softpower. recent warming relationship between china/taiwan indicate this, by throwing $$$ to taiwan, allow taiwan investment, and economic ties between them etc, which force taiwan to become VERY dependent on china.
