The United States refused to negotiate with Russia on the deployment of GLONASS navigation system on its territory, Deputy Prime Minister Dmitry Rogozin said. According to him, there are no negotiations being conducted on the subject.

"We made the statement in spring. I offered to initiate talks with the United States to deploy GLONASS infrastructure on their territory. For the time of the talks, we offered to suspend the existence of GPS stations infrastructure on the territory of the Russian Federation. As a result, he continued, Russian specialists technically excluded the possibility to use GPS stations on the Russian territory for military purposes.

"We do not want to cut off the nose to spite our face to deprive our users of the ability to work with GLONASS and GPS. Why should we create fewer opportunities for our own people? But we have completely destroyed any prospect, even an indirect one, for the use of the American navigation system for our high-precision guidance weapons," said the official.

At the same time, it was reported that Russia and China would discuss possible joint projects in the field of space exploration. According to Rogozin, the two countries cooperate in the field of space, working on "possible joint projects in the field of space exploration." The official said that China and Russia were having a "pretty tumultuous relationship," and "we would like to say a big thank you to Western countries for their active development."

"Both GPS and GLONASS are systems of dual purpose, used by civil populations all over the globe, regardless of the country and the purpose of that use. The signal is free, which is fixed at the highest level.

"In addition, of course, the systems are used for military purposes. Each of these systems have specific signals of increased accuracy and reliability that the military use."

It's Russian propaganda. China and Russia have always been close due to their location. The Soviet supported China and China supported the Soviet in the Cold War. However both China and Russia have different objectives and these goals do interfere with each country progress. In other words the USA doesn't give a shit about China and Russia relationship. We expected it.

Ky...History check needed. From 1917 to 1950...Russ and Chin were communist brothers and very close. The ideological differences started in early 50s...Russia taking the route of heavy industry whereas China taking the road of small scale industry with more emphasis on Agriculture. The rift kept widening in 1960-1970 and then, came the big turn...Richard Nixon ,President of USA went to China in 1972 and had a very very special meeting with, I believe..Deng zio ping and offered him most favored nation status in return for helping defeat Soviet Union. China was promised that whatever things they will manufacture , all will be bought by the US. (priviledged contract to China) China grabbed this opportunity and did make huge profits by selling the things to US consumer in 1980s-1990s and early 2000s AND then, US consumer went into coma as it borrowed too much money and could not pay loans back. Chinese economy is slowing dramatically due to this fact. Chinese govt. bought US govt bonds worth one trillion dollar from profits made during 1980-1990s. Now, that partnership is in big trouble but China can not sell those US bonds as that will lead to skyrocketing of Yuan causing severe recession in China. So, China is stuck ! In the meantime , Russian economy which has been slowing due to lack of global demand for metals, oil and natural gas...has to find new big customers such as China, India..who can buy a huge amount of Russian Oil and Natural Gas over next several decades.
So, this China -Russia bonding is due to mutual business interest. With high tech weapon manufacturing, space technology and Nuclear power plant tech...Russia is partnering with India as India can produce high tech stuff at peanut prices. (think Mars mission, Moon mission, Satellites, Brahmos, FgFa etc) My prediction is that at the end of the day, Russia-China-India economies will all get too intertwined and the the war between these mega nations will become very improbable. All three nations have huge militaries and war can only cause MAD (mutually assured death )

American view both China and Russia as adversaries. US gave both of them a chance but we're back to the beginning. The US military designed to fight both China and Russia at the same time and win in a conventional war. We built our alliance based on surrounding both countries. If you look on the world map both Russia and China are now surrounded by hostile countries. They are either ally or friendly to the US. Even Vietnam is seeking US protection against China.

From the American perspective there are many reasons not to work with Russia.

1) Russia is the boogey man the ever present threat that allows the USA to play big brother to Europe. If America warmed relations with Russia it would mean warmer Russian relations with Europe. A Euro-Russian alliance would be a major threat to the USA in the long term, if the EU pushed the Americans out. I think most European nations both love the USA and have some resentment for being treated as Jr. partners, so a stronger EU with Russia would be dangerous alternative to American dominance.

2) Still a lot of really hard feelings from the cold war hardwired into the American population. "Commie" is still seen as a term of insult. Etc...

3) It is conventional American strategic thought that the cooperation between Russia and China will always be limited in scope due to the threat China poses to Russia's thinly populated eastern regions being right next to large Chinese population centers.

Russia is India's old friend, sadly very few of their geopolitical and strategic issues line up. I feel with such a massive overlap India will continue to be suspicious of America but relations will continue to warm more and more each year, till there is at least a defacto alliance. As the American's see it India brings a lot to the American containment of China strategy, however the Americans are worried about helping India to build up and then seeing it join a BRICS alliance instead. The so called "double-trouble" China + India vs USA scenario.

America gave every chance to the Russian to become part of the Western family. Part of the world family. After the Soviet collapsed the USA took great pain to recognize the Russian as equal. We did not allow ex Soviet partners to join NATO. We did not put military bases in ex Soviet partners or sell them US arms . Everything we did was out of respect for them. The Russian has an inferiority complex and it forced the USA to where it is now. Surround Russia, allow ex Soviet partners into NATO, put US troops close to Russian boarders, sell arms to ex Soviet partners, make alliance with countries that boarder Russia, etc.
