On the eve of Prime Minister Narendra Modi's US visit, the Pentagon has offered to jointly develop or manufacture 34 state-of-the-art weapon systems and technologies with India including the Javelin anti-tank missile and the Scorpion mutation bomb.

The deal for the Javelin, an infra-red guided missile with a range of nearly 5km that has been used in Afghanistan and Iraq, will include full transfer of technology. It features software that allows the missile to seek, track and destroy tanks. Earlier, India had been considering the purchase of Javelins worth $4billion.

According to the South Block officials, Bharat Dynamics Limited will be involved in the co-production of the Javelin and will also co-develop the next generation of the missile. The offer to build and develop the missile jointly was first made by President Barack Obama to Modi in a letter in July.

The Americans have also offered co-production of Textron-manufactured micro-observers or unattended ground sensors for deployment on the border, and co-development of the Scorpion, a bomb that has in-built sensors that allow command centres to accurately target enemy convoys.

Another weapon that has been offered for co-production is the 120mm canon gun made by ATK.

It is also understood that after a long delay, India is all set to acquire 24 Apache Longbow attack helicopters and 16 Chinook heavy lift helicopters under the foreign military sales route that involves government-to-government sale.

Indian and US diplomatic sources said that the Pentagon offers came during the September 22-25 meeting in Washington between a four-member Indian team led by defence production secretary G Mohan Kumar and US under secretary for acquisition and technologies Frank Kendall.

Modi will renew the 10-year-old bilateral defence framework for five more years during his visit and defence minister Arun Jaitley is expected to meet his US counterpart Chuck Hagel on October 8 after the IMF-World Bank meetings on the previous two days. The meeting between Jaitley and Hagel is expected to be attended by Gen Martin Dempsey, Chairman, joint chiefs of staff committee and commerce secretary Penny Priztker.

What is a Scorpion mutation bomb ??

Radscorpion (Concept) - Giant Bomb
A species of large, mutated scorpions from the Fallout series. Radiation caused them to grow in size and increase the potency of their poison.

the Scorpion mutation bomb
When the bomb explodes, it covers a tank or a vehicle, herein called "the victim," with a thick gel. Nobody gets in or out. And in the next 30 seconds, it releases a dangerous strain of virus that starts feeding on the gel along with the victim. The virus is self replicating and the numbers increase exponentially in a matter of seconds. A natural biodegradation ensues. Slowly, but surely, the victim turns into a washing machine.

Buying arms from US and getting export license, or manufacturing any US coproduced war material is or any arms which has US component is uphill task. Congressional pulls and push back always make it harder even if the Administration want to sell it.

On top, that very hard yearly inspection clause and intellectual prooerty rights are irksome.

India purchased Weapons Locating Radars from US. First the export license for higher quality radars could not be had in time for their shipping them quickly, hence next best was OK with India. Then these had to be brought back to a base where American inspectors could inspect them. These are very intrusive conditions ofbthe sale.

Hence do not think that US weapons are easy to buy.

USA has this policy even with our NATO allies. When you are getting top of the line
Weapons there will be some awkward compromises , if they are acceptable that is fine
Or more negotiations or other vendors.

Lets just jointly produce KAmov 52 attack helicopters with Russia. As good as Apache but 40% less expensive.

Watch out Indians...Uncle does not give a penny without strings attached...Can you see those invisible strings..And what if spare parts are blocked, sanctions imposed ..when India needs to use these weapons. Uncle sings then'.".Fooled the fools..made lots of profit but strings are still in my hands."
Thats' why we are the "exceptional" and "indispensable" country....exceptionally cunning !

We desperately need those Javelins and Apaches.

No...we don't...they want to make you feel desperate so that they can make huge profits by selling you their outdated weapons without TOT. Get smart..buy and build in India...demand TOT..Talk to Russia and jointly make Kamov-52 in India with TOT. Upgrade Indian helicopters with modern weapons and electronic components. We might be able to have two KA-52s for the price of One Apache....and with TOT down the road.
