Indian consulate attacked in Afghanistan's Herat

Indian consulate attacked in Afghanistan's Herat
May 23, 2014, 08.42 AM IST

KABUL: Gunmen armed with machine guns and rocket-propelled grenades attacked the Indian consulate in western Afghanistan's Herat province on Friday, an assault that injured no diplomatic staff, police said.

The three gunmen opened fire on the consulate from a nearby home, provincial police chief Abdul Sami Qatra said. Police killed two of the three gunmen, though one continued to fire on security forces trying to secure the area, Qatra said.

No group immediately claimed responsibility for the attack. Afghanistan is experience a rise in insurgent attacks as foreign troops plan to withdraw from the country by the end of the year.

Ministry of external affairs spokesperson has confirmed that all the staff present inside the consulate are safe. Foreign secretary Sujata Singh is reported to be monitoring the situation.

Herat lies near Afghanistan's border with Iran and is considered one of the safer cities in the country, with a strong Iranian influence. In September 2013, Taliban gunmen launched a similar assault on the US embassy in the city, killing at least four Afghans but failing to enter the compound or hurt any Americans.

Foreign embassies and consulates remain a favorite target of insurgents in Afghanistan, but many are protected by high walls and multiple gates, as well as security forces.

India has invested more than $2 billion in Afghan projects, including roads and power projects. In August 2013, a botched bombing against the Indian consulate in the Afghan city of Jalalabad near the border with Pakistan killed nine people, including six children. No Indian officials were hurt. Two attacks on the Indian embassy in Kabul in 2008 and 2009 that killed 75 people.

Groups known for targeting Indian interests include Lashkar-e-Taiba, which was blamed for the 2008 attack on Mumbai that killed 166 people, and the Haqqani network, which is based in Pakistan's lawless tribal areas along the border with Afghanistan.

Lashkar-e-Taiba has been active in Afghanistan in recent years, often teaming up with insurgent groups operating in the eastern part of the country near the frontier with Pakistan. In 2010, two Kabul guest houses popular among Indians were attacked, killing more than six Indians. India blamed that attack on the group.

The attack also comes at a time when Afghanistan President Hamid Karzai said that he will be attending the swearing-in ceremony of Prime Minister-designate Narendra Modi.

DG ITBP to CNN IBN

4 Paki sponsored terrorists killed and firing over.

All Indians Safe.
Added in red color that 4 Paki sponsored Terrorists killed.

It's obvious that Brazil or Argentina is not behind these attacks.

Also why it took more than 2 days for Ganja to decide if he is gonna come or not is clear by Pak Army/ISI. It took just 2 days to plan an attack through proxy.Pakis ONLY want war and no peace. Pakistan is the TERRORIST Un-Islamic State.

India SHOULD also give answer in the same proxy manner.

btw Well done ITBP by killing all Paki sponsored Terrorists and sending them to Iblis's home!!! :thumb:

This was always coming, glad the security forces were prepared for it, wished they captured one of them although it doesn't take a genius to figure out who was behind this attack, but would have been better from the horse's mouth itself.

Attack on Indian consulate in Afghanistan's Herat thwarted

All the four gunmen, who had stormed the Indian consulate in Afghanistan's Herat province early on Friday, have been gunned down, Indo-Tibetan Border Police (ITBP) chief Subhas Goswami said.

Gunmen armed with machine guns and rocket-propelled grenades had attacked the Indian consulate but no diplomatic staff was injured in the assault.

"One terrorist was killed by ITBP personnel while three have been killed by Afghan forces. The attack has been successfully repulsed," he said.

Goswami also said security at the Indian embassy in Kabul and consulates in Jalalabad, Mazar-e-Sharif and Kandahar besides Herat has been heightened and a high alert sounded to all Indian assets based across Afghanistan.

"We have been on alert. Our sister agencies have been providing intelligence inputs regularly about sabotage activities against us in Afghanistan. We have asked all our units to be on alert and vigilant," Goswami told PTI.

The ITBP, a paramilitary force under the Union home ministry, has recently bolstered its security at all Indian installations in Afghanistan by sending a squad of 80 trained commandos to the country.

A squad of 23 personnel was manning the Herat consulate when it was attacked.

Afghan President Hamid Karzai spoke to prime minister-designate Narendra Modi and assured him that Kabul "will do all to protect Indian missions there".

The external affairs ministry said Modi thanked Karzai for the "efforts of Afghan forces in thwarting (the) attack on India's consulate in Herat".

Modi had, earlier, condemned the attack on the consulate and called the Indian ambassador to Afghanistan Amar Sinha.

"I condemn the attack on our consulate in Herat, Afghanistan. Closely monitoring the situation. I have spoken to the Ambassador as well," he posted on Twitter.

Modi also assured all support to the staff in the country.

In a pre-dawn assault, the gunmen attacked the building which houses the residence of consulate general, Sinha told PTI, adding that there were nine Indians in the mission apart from local Afghans.

One attacker was killed while climbing the wall to enter the premises of the consulate, he added.

The gunmen had opened fire on the consulate from a nearby home, provincial police chief Abdul Sami Qatra told AP.

Gunfire continued into Friday morning.

According to AP, local police spokesman Raouf Ahmadi said officers thought there could be a fourth gunmen involved in the fighting as gunfire came from different directions.

Police officers surrounding the area had orders to fire carefully due to other residential compounds nearby, Ahmadi said.

By mid morning on Friday, the building was ablaze, though it wasn't clear what started the fire.

Gen Taj Mohammed Jahid of the Afghan National Army said soldiers believed the gunmen had hid in the basement.

Jahid said soldiers continued to search for the gunmen.

The MEA had confirmed the attack saying ITBP and Afghan soldiers have repelled the attackers.

I am glad the police handled the situation very well, with no deaths other than the terrorists. I also hope India's new prime minister improves military and intelligence cooperation with Afghanistan.

Lashkar Planned Herat Consulate Attack to Coincide with Modi Swearing-In

New Delhi: A Lashkar-e-Toiba hit squad was assigned to take hostages and lay siege on the Indian consulate in Herat, Afghanistan, to coincide with the grand oath ceremony of the Narendra Modi government in Delhi on May 26, security sources in the Indian establishment have now concluded after studying the pattern of attack and taking stock of the recovery from the operatives killed. (Indian Consulate Attacked in Afghanistan)

This confirms outgoing Afghan President Hamid Karzai's assertion that the Pakistan-based LeT had was behind the Herat attack.

The LeT hit-squad, highly-trained, heavily armed and intensely motivated, had attacked the Indian consulate in the western city of Herat, three days before Prime Minister Narendra Modi was to be sworn in. (BJP Condemns Attack on Indian Consulate in Afghanistan)

The group seemed to have come prepared for a long haul. Security sources said each of the four attackers carried AK 47 rifles and six magazines each. Two of them also carried under barrel grenade launchers or UGBLs and rocket propelled grenades or RPGs.

The attackers had two dual-sim-card enabled mobile phones, which had telephone numbers of the BBC, the Ariana TV station and the Indian embassy in Kabul. (LeT Denies it Attacked Indian Consulate in Afghanistan)

Each also carried fruits, nearly half a kg of dry fruits and water bottles.

Indian security officials who have visited Herat and reviewed the deployment of two dozen Indo Tibetan Border Police or ITBP personnel who guard the office-cum-residential compound, said the first attacker tried to scale the wall using an extendable 4 feet portable ladder, but an alert sentry killed him within a minute.

The exchange of fire began at about 4 am. ITBP jawans forced the attackers to take shelter in a building nearby and were soon joined by personnel of the Afghan National Army and the police.

The attackers were neutralised after almost eight hours of intense gunbattle. Investigators suspect one of them got away in the chaos; only three bodies were recovered.

Intelligence officials point out that the three attackers killed did not wear suicide vests, a Taliban trait. This, they say, further confirms them as highly-trained LeT operatives.

Intelligence reports have warned the Indian government of more possible attacks on Indian missions and assets since Pakistan's ISI is uneasy with the large-scale Indian presence in Afghanistan post the US' withdrawal at the end of the year.

A day after he was sworn in, Prime Minister Modi had held bilateral talks with Mr Karzai and Pakistan Prime Minister Nawaz Sharif, both invited to attend his oath ceremony. He had reportedly raised the Herat attack in his discussions with Mr Sharif.

Now we at least know Afgans can hold their own ground against insurgents and don't need the help of Nato on everything anymore.
As per the history Afgans can hold grounds quite well.

All we need is to provide our "moral support" and they can take care of themselves.

They are sick and tired of being treated as a slave colony by Pakis.
