New Delhi: The Human Development Index (HDI) in the country rose by 21 per cent, says a report while cautioning that health, nutrition and sanitation remained key challenges for India.

India Human Development Report, 2011, prepared by Institute of Applied Manpower Research, placed Kerala on top of the index for achieving highest literacy rate, quality health services and consumption expenditure of people.

Delhi, Himachal Pradesh and Goa were placed at second, third and fourth position respectively.

The report was released today by Planning Commission Deputy Chairman Montek Singh Ahluwalia in the presence of Rural Development Minister Jairam Ramesh.

It said, as on today, two-thirds of the households in the country reside in pucca (cemented) houses and three-fourth of families have access to electricity for domestic use.

According to the report, India's HDI has registered an impressive gains in the last decade as the index increased by 21 per cent to 0.467 in 2007-08, from 0.387 in 1999-2000.

However, it noted that Chhattisgarh, Orissa, Madhya Pradesh, Uttar Pradesh, Jharkhand, Rajasthan and Assam are those states which continue to lag behind in HDI and remain below the national average of 0.467.

At the same time, the quantum of improvement in HDI in some of the poor states was higher than the national average, the report said, citing the cases of Bihar, Andhra Pradesh, Chhattisgarh, Madhya Pradesh, Orissa and Assam.

The overall improvement in the index was largely attributed to the 28.5 per cent increase in education index across the country. It ranges from 0.92 for Kerala to 0.41 in in the case of Bihar.

The improvement in the education index was the "greatest" in states like Uttar Pradesh, Rajasthan and Madhya Pradesh to name a few, the report said.

The analysis also indicates that improvement in the health index, as compared to education, has been lower. It ranges from 0.82 in Kerala to 0.41 in Assam.

It observed that despite the Right to Education Act, school education faces challenges of quality and employability.

The report also said that despite improvements, health, nutrition and sanitation challenges are most serious.

Well HDI is a much indicator of a state's level of development than just per capita income. There are three main inputs: (1) Education (literacy rate) (2) Health(Life Expectancy) and (3) Income (per capita GDP)

So HDI should be given more importance than just per capita GDP.

And overall Kerela is doing quite well these days if you look at the stats and figures. And the Congress-led UDF has not allowed the state to fall under harsh leftist policies like West Bengal as the ruling parties keep changing regularly.

Now Unemployment is among the lowest in the country, services sector is a major contributor and the growth rate has been decent as well. Infact, laborers from all over India are coming to Kerela to get work to earn higher wages. Higher wages make Kerala the new 'Gulf' for migrant labourers .:. newkerala.com Online News

Kudos to Kerala.

Actually, Delhi is just a city - the "state" tag is just namesake, while Kerala is a real state. Having comparable HDIs for both of these, is a gigantic achievement by Kerala.

One of the primary reason often cited for Kerala's laggard industrial development,despite possessing all the advantages need to emerge as a successful industrial center,is its tough labor laws and the labor and trade unions who are extremely sensitive to worker rights enshrined in those laws.The irony is that this purported anti entrepreneurial climate is also the reason why Kerala scores outstandingly on all the major social indices that make up for the overall human development.

Kerala civil society had long decided to adopt a model of human development,where whatever wealth was created through human enterprise,a system would be in place where that wealth could be distributed as equitably as possible.Instead merely letting the argument remain as a statement of ideal intent,Kerala society forged tough laws and socio-economic reforms which put in place such a system.This may have caused heartburn's among a few and led to raising of grievances from other sections of the society,but ultimately it was a model that was destined to deliver.

The important fact to be acknowledged is that these indices are not mere numbers on a govt document,but very much part of the ground reality.In Kerala the rural-urban divide visa-viv social and civic infrastructure are very negligible,and this is not just between a major urban metro and second tier towns,but extends to far flung village settlements.When our relative visit us in Bangalore the first impression that they share is no longer the old vestiges of Bangalore,that of serene tree lined avenues,magnificent public monuments,gardens and parks at every nook and corner,but the squalor and slums that now seem to dot it.They often remark,very rightly,that Bangalore used to be like Kerala,but not anymore.

A new catechism has emerged in Kerala's social discourse called Akkara paccha( or the grass is green of the other side)retired govt servants returning home after long yesr of service,medical and engineering students coming home from distant colleges,lot of Gulf Malayalees having spent life time in glitzy capitals of the Persian gulf,are no longer content with the old idyllic setup,and cannot wait to turn Kerala into one of their Bangalore,Mumbai or Dubai experiences.Set on this course this new class is even ready to tamper with a development model that worked so well.

Ultimately we must remember that all the economic enterprise a society involves itself in is garnered towards to ensure the well being and development of the society,let it not be that we become so obsessed with promoting a certain model of economic enterprise,that we render subservient the primary objective of social well being.

People who actually make revenue for the state, wont agree with you at all SATA, HDI is all good, but what has that go to do with militant trade unionism and rampant extortion by people.

The so called militant trade unionism is just another expression of the concept of robust public action that has always characterized the Kerala's civil society and its responses to the socio-economic-politcal changes happening in the state.The militant agitative mood pervades all section of the society and more often than not its this public action through agitation which has bright some of the far reach social and economic reforms that is behind Kerala's stunning social index graph.

In the Indian society where the role of the govt role in ensuring over all social welfare has receded,any society's ability to meet all the key requirements that constitute a positive human development,depends on its ability to pay for those welfare services,education,heath care,housing etc.Each individuals enumerated capacity to pay for those social welfare services is proportionate to his ability to earn.Given that agriculture constitutes the single largest concentration of Kerala's labor force,the average Malayalees social welfare spending is directly proportionate to the minimum wage he earns for labors in the field.

Kerala's minimum wage for an agricultural laborer,which stands at Rs 125,is probably the highest in the land and in my estimate is easily double than the national average and some of the other states with better GNP.This means the an average laborer involved in agriculture in Kerala has better chance to access social welfare services than his or her counterpart elsewhere in the country.This did not happen because Kerala' political leadership was egalitarian,rather because of agitation public action like that of the cashew laborers,thanks to which they have the highest minimum daily wage in the country.

People have to be militant about protecting their basic social rights,while aggressive public representation can be a double edged sword and balance must be struck,its better if the scale is slightly skewed towards passionate defense of rights.

What they do is just 'expression', then I think 'violence' is also legitimate expression. Maybe I should go to the CITU and SFI workers home, and destroy things. After all, it i all expression. There is nothing stunning about that graph, other than the fact, we have a lot of people doing slave labor in the middle east and malayalee's are disproportionately involved in the Beaurocracy and Congress Party, and we get funds from other states through the center

Then why be called a democratic nation, lets say it out loud, we are commie's. There is next to nothing being produced in the state, The Labor office are hitting flies now. The unions have now focussed themselves on to the untouched sectors, Education, IT, Health and Tourism. This is not going to end well for Malayalee's, they have nobody to blame

Only slight problem on that, it completely destroyed agriculture in the state, it has become uneconomical to grow things in Kerala, and therefore Kerala has to import from other states. It also meant agriculturist went out of business, forcing a lot of people to work as slaves in Gulf. It does not make economic sense.

No, it is MOB violence and extortion on the productive class and their private property.
